This book investigates the current status and future prospects of energy relationships in theEuro-Mediterranean region. By adopting a political economy perspective, this book provides insight into regional cooperation in the fields of natural gas and renewable energy. The author posits that regional energy relations have yet to be examined through a comprehensive analytical framework in order to realistically assess the potential role of energy in acting as a catalyst for greater economic and political cooperation in the region. To do so, the author provides a detailed analysis of the region's energy relations and pertinent case studies. Chapters illustrate the political and economic drivers underpinning the region's energy dynamics, providing the reader with a wide-ranging overview of the Euro-Mediterranean energy relations of today and tomorrow. An expert in international energy issues, he has published widely on EU energy markets, the EU energy and climate policy, and Euro-Mediterranean energy relations. He is the author of the book The Geo-economics of Sovereign Wealth FundsandRenewable Energy(Claeys Casteels Publishers, 2012) and co-author of the book The Future of European GasMarkets(Claeys Casteels Publishers, 2016). He received his PhD from the Università Cattolica del Sacro Cuore, Italy, where he lectures on energy economics and policy.

Endowed with half of the world's known oil and gas reserves, the Middle East and North Africa (MENA) region is a cornerstone of the global energy architecture. This architecture is currently undergoing a structural transformation, prompted by two different forces: decarbonisation policies and low-carbon technology advancements. The energy literature offers no comprehensive analysis of the potential impact of the global energy transformation on the MENA region. This paper seeks to fill this gap by investigating the following research question: are MENA oil exporting countries equipped to prosper in times of global decarbonisation? Making use of the Rentier State Theory and of a business-as-usual projection of the exploitation of oil resources in MENA countries, we highlight on the lack of incentives for MENA oil exporters to pursue paths of economic diversification. On the basis of a scenario-based analysis, we illustrate that, should the Paris Agreement on climate change be implemented, MENA oil exporters would see their oil rents decline over the next few decades. MENA oil exporting countries are still not adequately equipped to prosper in a decarbonising world. Therefore, decarbonisation should represent an incentive for MENA oil exporters to pursue structural processes of transition from rentier to production states.

This paper explores how Turkey's politics and economy are affected by changes in global energy. To define which are the most relevant developments, the paper opens with an overview of the country's economic landscape. This analysis illustrates that energy, being the key driver behind its large current account deficit, represents a major point of vulnerability for the country. On this basis, the paper illustrates Turkey's energy matrix, an analysis that outlines the rising role of gas in the country's energy sector, both under the internal (i.e. growing share of the mix) and external (i.e. the country's potential role as regional gas hub) points of view. Finally, these issues are discussed with the aim of assessing the prospects for Turkey to turn gas into a geopolitical and economic asset for the country.

Over the last two decades energy has emerged as an increasingly important component of the overall EU-Turkey relations. In particular, the Southern Gas Corridor (SGC) and its flagship project, Nabucco, soon became the pivotal element of the EU-Turkey energy relations. After years of strong cooperation, the failure of Nabucco and the emergence of TANAP have ultimately outlined a divergence in the way the EU and Turkey perceive not only the SGC but also their energy relations. This divergence represents a serious risk for the strategic interests of both the EU and Turkey, and for this reason there is a need to rethink the EU-Turkey energy relations. This need is now particularly urgent, as the market and political environment on which Nabucco was conceptualized is rapidly changing, potentially opening up new opportunities of energy cooperation for the EU and Turkey. On the supply side, new major gas reserves have been discovered in the Kurdistan Region of Iraq (KRI) and in offshore Israel, while on the demand side the unprecedented political standoff between the Western world and Russia resulted by the 2014 Ukraine crisis might reinvigorate the EU's quest to diversify its gas supply portfolio. These developments can potentially converge to reshape the EU-Turkey energy relations. In fact, in this scenario the SGC could eventually gain a new momentum, with the gas reserves of the KRI and Israel as primary target. However, after the failure of Nabucco the unconditional support of Turkey should not be taken for granted by the EU, as the country might prefer to secure its own energy supply on a bilateral basis with gas producing countries. In order to avoid the risk of a further fragmentation of the SGC, a new "EU-Turkey Natural Gas Initiative" -such as the one proposed in this paper- seems to be urgently needed, for the benefit of both the EU and Turkey.
